Creates a new instance of RenderTarget2D.

Parameters
- renderSystem (IRenderSystemProvider)
- Render system used to create the underlying implementation.
- width (Int32)
- The target width in pixels.
- height (Int32)
- The target height in pixels.
- genMipMap (Boolean)
- True if a mipmap chain should be generated or not.
- format (SurfaceFormat)
- The surface format.
- depthFormat (DepthFormat)
- The depth format for the depth-stencil buffer.
- multiSampleCount (Int32)
- The number of sample locations for multisampling
- usage (RenderTargetUsage)
- Sets the render target's behavior.
